  1. No, you do not have to be a citizen.  I spent a semester in France when I was in high school, a year in Germany when I was in college, and a semester in Austria when I was in graduate school. I am a US citizen and have always been.

You need a student visa to study in the EU if you are studying for longer than 90 days, but the specific requirements vary by country. I think the UK has different laws. Once you know which country you want to go to, you'll probably have to get a student visa. Your best bet is to call that country's consulate/embassy. they will tell you what you need to do and which documents you need.

Don't worry, you won't need to change your citizenship regardless of where you study.

Some European and Australian universities have entrance exams for first-year students, so you should be aware of that. Sometimes it's much easier to finish your first year here and then transfer. If you transfer you don't have to take an entrance exam.

  2. no. but you will be charged a higher fee

  3. Call the consulate of the country you would like to go and you would be advice about it. Remember every country has its own immigration laws.
