  1. Not if it is rented to a private party for noncommercial use. As in if you are moving your own house in a moving truck then no it does not apply to you. Be careful though as those trucks do not stop well at all.


  2. No it's not a semi. The truck speed limit is for large trucks with heavy loads.

  5. A commercial truck is any vehicle with a gross vehicle weight rating (GVWR) of 26,000 pounds. So if you rental truck has a  GVWR of 26.000 pounds or greater, yes you do. The best thing to do is ask the rental company or call you local DMV or DOT office they will be able to tell you. If you are traveling during the winter months you are required to have snow chains with the truck.
