Do you have to drink a shot fast to get the whole effect?

I was wondering if I chug a shot, it would make me drunk faster than just drinking it? and does mixing alcohol in stuff make it less potent?

YES, it will make you drunk faster. Depends on what you mix it with. Adding a lot of water means less alcohol per sip, so the effect is slower and you will not get drunk soon. The more water the better.
