No !  Think of all of the people, old, disabled, rich that own and register and insure cars that do not have a license but choose to have someone chauffeur them around in their owned, registered, insured cars.  Drivers licenses are required for driving, not for registering a vehicle

I have no idea if it is different in Las Vegas than it is in the MD/WV/PA area, but here you do not need a license to register or own a car.  You only have to possess a license to operate the vehicle.

Not In UK. You can buy & register car on your name even if you dont have driving license. As long as you dont drive it around.
