Unfortunately, No, you don't have to have a license to operate any water craft.  Which is sad because many boating accidents could be avoided by following the simple rules of safe boating.

In Minnesota you must have one if you are between the ages of 14 and 18.

You must take a test and obtain a watercraft operator's permit.

It can be obtained online or by writing to the Minnesota DNR.
