Do you have to have a legal Passport first, to get a US Visa?

My friend has a Passport, and has showed me it. Does he have to have a legal Passport first in order to apply for a Visa?

  3. Well, the US won't arrest you if you apply for a visa with a false passport, since that would take place overseas. They would certainly inform the local police who might arrest you or simply put you in jail until you paid whatever you thought it was worth to get out of jail. What happens depends  a lot on what country you're in. Some tend to be less "user friendly" than others. People sometimes apply with passports from fake countries. Consular officers usually find that very funny as it makes for very good stories, but if your friend does that, he won't be able to  share their humor.

  5. You must have a legal passport from your country of citizenship before you can apply for a visa.  The visa, if approved, is stamped in or attached to the passport.  

    And if the passport is illegal, no visa, but a lot of time in jail.

  6. In order to apply?  No.  You can apply, online, for a visa for your dog.  Until you get to the interview with the US consular officer they have no way of knowing it's a dog.

    After you get approved, they take the passport from you, and you are told to pick it up on a certain date, or they tell you they will mail it to you with the visa put in it.  This is the first time the US consulate will have actually checked your passport.
