No, its man powered, so you don't need a license. Now in the UK they have some weird land use rules, so thats a different story.

Check with the local water use authority. This question has been a concern in many US states.  Consider taking lessons.

don't go on a river alone anyway. but when you do be careful because aparently in the UK if you own land next to the river you own half the width of the river too. if you own land on both sides, you own the entire river.

if you don't get involved with a club then just stick to the beach

UK river acsess is a joke if I'm honest.

Get yourself into a club :) They'll be able to teach you and get you up the star grades (to let you know where you are and to leanr new skills!) they can get you on rivers that are 'Legal' to paddle aswell!
