In the USA, no.

§ 103.7 Certification and registration.

(b) Notwithstanding any other section pertaining to airman certification, operators of ultralight vehicles are not required to meet any aeronautical knowledge, age, or experience requirements to operate those vehicles or to have airman or medical certificates.

to fly solo then no, a license is not required.

No but some training is advisable its cheep insurance and cuts down on doctor bills when you crash because you don't know what your doing.

Here in Australia, ultralight training and licensing is done by the Australian Ultralight Federation. I would expect similar arrangements in US (if that's where you are).

The training is similar to a private pilots' license training, but not as stringent.

I would suggest that if you intend to learn to fly, do it in GA. The transition to ultralight is then MUCH easier. Fly both!

That's the whole point to ultralights, making an aircraft category that does not require a pilot certificate.  They have weight and speed limitations, as well as maximum fuel loads that cannot be exceeded to stay in the ultralight category.  It would still be a good idea, though.  Also, the aircraft are not certified either, so they could be very dangerous.  Some have crashed because of small problems that would be fixed or at least the pilots would be notified about them on certified aircraft.  Good luck.

No, but the FAA is wanting everybody to get a Sport pilots license. Far 103 says you don't have to but the FAA would like all ultra light aircraft to become Sport type planes.
