  1. As everyone has been saying, it depends on where you may be climbing. State lands and Federal lands vari as do public and private.

Just reciently, I was in Harpers Ferry, WV (hiking not climbing).  I asked about the cliffs there and climbing. A local outdoor outfitter told me that because the trails on and around cliffs are high use (by tourists) and are on federal land, and that some people have gotten stuck, you are required to have a pre climb interview and then be issued a permit, (The athorities have had to make to many rescues).

So yes, if your not familar with the area, always check first!

  2. I've never had to get a permit to climb, but I have had to call the local ranger station and ask if I did need a permit - several times I have needed permits to use a trail (Mt. Whitney) or to camp near climbing areas (many areas including Yosemite). I would suggest calling and asking about the area you are interested in.

    Good Luck

  3. Depends on the state in New Mexico no. Not sure what state you are in.

  4. In some places you do, yes - just as you need off-season backcountry camping permits. Off the top of my head I think Yosemite and a few others require permits. Most places don't require permits, however it never hurts to check. It's a lot easier than being fined and ejected from the state/national park.
