For a local pickup, they'll start the charge when they pick you up at home.  If you're very far away, it's likely the cab company will charge you a preset fee for driving out to pick you up.  They should be willing to quote you a price when you call them.

as far most taxi companies go its done by the mile once you enter the cab .then a surcharge due to rising gas prices and an extra fee for each person per head when more than 2 ride in car. also during rush hour the time it takes plus the mileage is added to fare.
