To add to Rhea's answer, it could be a state park so you need to reserve with the state parks dept.

Otherwise you just need to get there very early.

Maybe. It depends on the regulations at that particular beach. If it's a city park then you should phone the parks department in your city to find out about their picnicking regulations.
