Do you have to rinse your face after using oxy pads on your face? I?

It doesn't say to, is it better to leave it for better results or is it like a soap substance that needs to be rinsed off?

nope.  Just wash your face first and then apply Oxy pads and allow to dry.  Washing it will only take away the benzo-peroxide which kills the bacteria that causes acne.
