Most likely. But I was hoping that maybe the states got together or something to split it up.

All states from the mid-Atlantic southward (MD to FL) do indeed require you to be licensed. So from this point southward you'd need to have 6 of 'em.

yes, you need to get a permit to fish in the different states in the inter coastal waterway.

That's a good question. Could it be that the state's Dept. of Tourism could give them out gratis?
