  1. Both actually.  As the bag is swinging away you should try to follow it with your punches, kicks and strikes and even practice moving with it.  This will help make you better at making adjustments as a person is not always going to be directly in front of you and always at just the right distance just remaining stationary.  The when the bag is moving towards you you can practice your timing by hitting, kicking, and striking it just as it gets at the right distance that you had intended to meet it at.  To early or to late will be quickly obvious to you.  This is one of the advantages to using a hanging heavy bag rather than a stationary floor based one.  Century makes some excellent water bags for hanging as well as an excellent stationary floor based one that they call the XXL.  I have three of them in my studio although you probably will want to put this in the basement over a cheap piece of carpet on a cement floor.  When filled to the max the base is about 220 pounds and that's a lot of impact bouncing and hitting a normal floor repetitively.  A hanging water-bag will weigh a lot less but still the momentum of it bouncing and swinging really puts a lot of stress on what it is hanging from so that has to be re-enforced and there have been numerous questions on how to hang a heavy bag so just do a search if you want to know how to do that.  


  2. Neither.  To keep a proper rhythm you need to hit them when they are hanging on the perpendicular as they swing to and fro.

  4. to work on driving your opponent back, then hit it continuously when its going away from you. to work on power and strengthen the wrists, hit it when its coming at you.

  7. Both.  Train your techniques a variety of ways to fully develop them.  With certain techniques, like kicks, you can best developed power by sinking them into a bag coming towards you.  Keep in mind you also have different size bags, 70lb, 100lb, and 120lb.
