  1. If you mean "background" as in family tree - there are several, although the amount you can do for free is limited.

    Ancestry.com is where I do most of my research.

    There is also

    genealogy.com

    genweb.com

    genwed.com

    freebmd.rootsweb.com

    Ancestry.co.uk

    and so on.

    If you're talking doing a background check - criminal record, credit history, residences, etc. - it's not illegal, but it isn't free.
