Private chat room hahaha, when I asked my wife about that she said she chatted to an american when she was sixteen that wanted to go to a private chat room with her, she said no but she still thinks there is a secret room in every internet cafe where you can go private...

If by private chatting you mean a room that you can have all to yourself while you chat with someone online then no, I don't think there are any internet rentals out there like that. The only way you can do that is in the privacy of your own home. Rentals like to cram as many computers as they can in their shops in order to get the maximum number of customers. So the most you will get is a partition between computer units that don't really offer that much privacy if at all.

Now, if you're referring to private chat rooms, then that's what Instant Messaging (IM) programs like Yahoo Messenger, Windows Messenger, etc. are for.
