The Gemma Doyle trilogy has fantasy and romance in the last two books.

Do you read manga? Fruits Basket is a great fantasy romance with good art. i know you said no action and adventure but you should try Vampire Knight. It has romance and fantasy along with a little action

Well, if you are looking for something witchy and s**y, Maggie Shayne wrote 4 books in the same series.

I know she reissued them as 2 in 1's

Eternal Love and Immortal Desire.  Probably cheaper to buy them that way.  Otherwise go to the library, ask if they have them.  If they don't ask them to order them either new or from another library via ILL (inter library loan)
