Agree - Skylon (is the bar/restaurant within the RFH) has good views, another is the Blueprint Cafe (Conran eatery in the design museum) or the Oxo Tower restaurant (pricey - nice cocktails), or you couldd try one of the floating restaurants (check out Bateaux London).

For me - I'd go Skylon.

The best river views at Southbank would be from Skylon.
