I hope this doesn't pass.  I don't live in California, but a law like this in any part of the country I think is atrocious, tyrannical, and wrong.  If we start allowing things like this, before you know it you'll have to have a permit to have your own children.

I no longer live in CA, but I don't see this law passing. Too many people with money breed and show dogs, including celebs.

People who have been over-breeding poor-quality dogs would likely find a way around this. Basically, it will hurt the law-abiding citizens and not effect the shady characters. We'll end up with less HEALTHY well-bred pups and just as many poorly bred dogs.

Not to mention the effect on people with dogs in ill-health. There are no exemptions, which would put lots of dogs at risk of death because they're getting a risky surgery.

The intent is good, but it just isn't workable. It will only hurt good people.
