Do you know how much water bell peppers need to grow good?

You should water them everyday.  I water mine in the morning and when I get home from work.  Mine look really good.  I don't drown them, but I do thoroughly soke them.

When they wilt they need water. Otherwise, let nature take its course.

Once or twice a week if they are in the ground and mulched well.
