If you go to a bar that is near a U.S. Military Facility, they are USUALLY very accomodating to Americans.  If you are somewhere away from the bases, your best bet is to ask the taxi driver.

The clubs in Germany kick all kinds of *** if you find the right ones. Ask around (when in Germany). Most younger people will be happy to tell you where is good.
