The X prize's foundation offers companies a prize for accomplishing a technological feat.  Of course, the feat costs more than the prize, but the company or person who wins the prize still owns and gets to sell the device they used to accomplish it.

The first X-prize was for a reuseable vehicle that would take a pilot (and had room for two passengers) above a certain elevation that is generally considered the border to outer space.  The same vehicle would have to repeat the flight within two weeks of the first flight.  

There have been a few other x-prizes.  I'd tell you to pop them into your browser to check them out--there is or has been a renewable fuel car x-prize, a contest that simulates a martian lander, and a few others.  Basically, the prize's creators decided to encourage the private sector to develop next-generation scientific and technological products without waiting for government help or money.
