Do you know what this dragon book is?

This person i know can't remember what this book is called but i'd love to read it because it sounds great! Here is what he can remember:

"I read this book in the 90's and have never been able to find it again, I

believe it was part of a series. It may have been a young adult novel but

I had a tendency to read books that were a little too old for me! There

are a group of people bonded to dragons there are also bards in the story who "weave" songs. It sounds like the Pern novels but unfortunately isn't.

Things I remember for sure:

A boy with a birthmark is chained (possibly in or near a fireplace) so the birthmark is exposed, his captors are trying to lure a dragon in. A mother talks to her children about "yearning for the sky". The boy is rescued (maybe purchased?) by a visitor who knows who/what he is.

A group of people join together some have dragons some are searching for them.

At the end of the book I think the main character has been poisoned."

I hope someone can tell me the title because i love the Pern series and would like to find something just as good to read.

i think it is the 'The Last Dragonlord' i'm not a 100% sure

the book is writtin by  Joanne Bertin
