I think this flower calls se moan flower.Is it not a chicken type that they call in Cambodia?

It's a Celosia.  The common name is cockscomb.

Very common annual flower and you can find them in the US also.  Buy the seeds from a seed catalog or look for the plants in garden centers in the spring.
