Usually, it is between early October till early December of every year. So the application period for this year hasn't started yet. The winners are usually notified by mail between May and July of the following year. Beware that many websites ask for a fee for filling the application for the lottery. These are just thieves. The application for the lottery is absolutely free. You can check the OFFICIAL website for more information and you can apply for the green card there as well.

on the diversity visa web site it states, "Thank you for your interest in the Diversity Visa Program. The DV-2009 entry registration period, which was October 3 through December 2, 2007, is over."  the application begins in oct and ends in dec every year.  the earlier the better.  So the 2008 app. will be btwn. oct-dec for the 2010 dv lottery.  see this site to apply:

It is called the diversity visa instead of greencard lottery now. And the INS (immigration naturalization services) is now dubbed U.S.C.I.S/US citizen and immig. svcs.

now u have all u need to know to do it.  I wish u the best of luck.  It's pretty easy from what I've heard from those who have tried.  The most difficult thing they encountered was getting their online photo to meet the specifications, but other than that it was simple for them.  apparently EGYPT had 4,392 winners for the 2008 dv (diversity visa) lottery.
