The only place I can think of is an actual Lego's store and the only one I know of is in Orlando Fl. at Downtown Disney !

You can buy them by the dozen on eBay. Any period, style or color.

A few places.

1) Lego retail stores.  They off-and-on have a "build your own minifig" area where you can buy Lego minifigures individually.  Lego retail stores are few-and-far between, but check Lego's site to see if there's one near you.

2) BrickLink. Forget eBay.  BrickLink is 100% dedicated to Lego, and you can pick and choose EXACTLY what you want:

3) eBay.  Yeah, cuz it's admittedly worth mentioning.  Don't bother with it, though.  Seriously, use BrickLink, not eBay.

4) Lego sets.  There are a few (not many) Lego sets that are JUST figures and nothing else.  They used to be very common and widely available, but not so much anymore.  Most of the stores that will have these are special stores like Legoland, Lego retail stores, etc., and not Toys R Us or Target.  And you can get them online at Lego's website.

5) Lego's website.  In addition to Lego sets, Lego has a "Lego Factory" program which will allow you to get a very limited selection of individual minifigs.  It's not great, but it's an option.
