Um, you could try going on petfinder.com and looking up westies and typing in your area code. They find all the westies near you that need homes.

Why wouldn't a shelter allow westies to be adopted? Is there some kind of law?

I only found one Westie rescue in CA, http://www.westierescueca.com/index.htm but it is farther then you probably hoped for.
