Do you know which agency I need to contact to deliver free Metro or Herald in Dublin?

Not sure how to contact the company but you could always ask the people who stand around giving them out

I would hope the pay would be good the guys stay out in the rain getting completely soaked while handing out equally wet newspapers

I wouldn't do that unless there was some really good pay involved!
