2. If anything, the mouth. But technically, Buenos Aires lies along the Rio de la Plata, not the Parana River.  The Parana merges with another river before reaching BA.

Tricky question; it depends on how you explain width.  Hawaii claims to be (see link below) and the Hawaiian islands span 1500 miles.  Still, traveling from the Western tip of the Aleutians to the Alaskan panhandle, one covers a distance of 2267 miles.  However, a large portion of that distance goes over the ocean.  In terms of width, all of which is over land, one travels 810 miles from Hooper Bay, Alaska, to the Canadian border.
