  1. Definitely yes - and a strap with a padlock as well - even though when I go to America I have to use a padlock (TSA)  which half the world has a key for.

    You may be out of touch with your luggage for a whole day and during that time your baggage  will have been through many different hands - it is not for nothing that Heathrow Airport (London) is often referred to as "thief  row"

  3. Absolutely yes!  Always lock your baggage and ensure that your name, address and phone number are located in different places on your suitcases.

  4. Answering from the perspective of a TSA employee, a lock is always a good thing for a passenger, and the locks that TSA has a key for are the most convenient.  If you don't have a TSA-lock though, or you're flying out of an airport outside the US, make sure you know what the policy is.  

    Even within the US, depending on the luggage system, if you baggage needs to be screened they may have different ways of handling it.  It depends on how the airport and luggage systems are set up.  Make sure you ask the people screening your luggage, and NOT THE AIRLINES.  The airlines, particularly in the US, do not employ the baggage screeners, and do not always know what we need to help passengers that want their bags locked before they get on the aircraft.
