Do you need a home phone to use dial up.

How exactly does it work? I wouldn't mind using it but I only have a cell phone.

I'm assuming you are talking about a dial-up internet connection.  If so then yes you have to have a home phone.  

You don't need to actually have a phone hooked up to talk on the line but you have to have an active phone line and account with the land-line phone company.  You can not use your cell phone for dial up.

Yes, you will need an active phone line.  You don't need the phone itself, just an active line (and you'll get a phone bill too).
