  1. Yea, It is still considered a Motorized Vehicle. That is really cute by the way. My mom would never let me drive one of those. lol


  2. yes. you need a motercycle endorcement unless it is an off-road vehicle

  3. In the state of SC you do need a licence to drive a motorscooter or a moped.  It is a specail licence just for them.
