do u need a licence to float down a river (the river thames, England) on a raft/pontoon like structure, with no motor other than hand/man power?

  1. Not as long as you pay the VAT.


  2. Yes - all boats / vessels need a license issued by the Environment agency - the cost is calculated from the length of the boat but un-powered is cheaper than powered.
