  1. Nope! Not in the UK, don't know about elsewhere.

    You can (in theory) buy one on the south coast, then take it out into one of the busiest shipping lanes in the World - The English Channel.  Mind you, drive it like Ray Charles and the Coastguard will be fining you a substantial amount of money if you pose a threat to other shipping by your actions.

    Obviously, getting some kind of training, and having the appropriate kit and sensible head on your shoulders would be a good idea.

    Remember back in the 80s - the gameshow Bullseye was always offering speedboats as prizes to contestants from Wolverhampton who spent too long in their local pub!

In the uk it is ossile to buy a 60 foot boat nd take it out to sea with no traing what so ever. whether or not this is a good thing is debatable. however it is a good ideato have some basic training. the RYA powerboat level 2 course is a very good course to take. it lasts 2 days and presuming you pass which if you may attention during the course you should pass easily you will be entitled to apply for an international certificate of competantce to drive powerboats anywhere in europe. the courses are available allover the country for details see www.rya.org

  3. Yes in Australia you do also if the water police or coast guard sees you speeding erratically and endangering swimmers, you

    get pulled over and get breath tested if you have been drinking  and being stupid you, can be fined also loose your license.

In Canada to own one No to use one YES, plus the boat has to be registered in the Province of residence, you have to have a current boat course certification, you have to have 1 PFD on board for each person, and you can be charged with Impaired operation of a motor vessel (boat)  if you've been drinking.
