Yes because you then have a home business, you would also have to report it to your homeowners insurance company. If you don't and there is a fire they will not pay out

You need permission from your local council and you must notify the inland revenue of this source of income,you will also need the relevant insurance cover.The FIRE  BRIGADE OFFICER MUST PASS THE BUILDING AS SAFE FOR PURPOSE FIRST.

Yes, even more so than a hotel/motel.  Don't forget the Food Handlers Permit either.  And get ready for inspections, health departments love to just drop by even more than hotels.
