...to ride an electric scooter? I see people riding them all the time, but I never see kids riding them. Do you need a license?

you don't need a license for a scooter below 50cc

bu u have to 16 and older

Yes if you are taking it out on the street.

Depends on the rules of the country, or the state if in the US.

Some states will not let them on roads at all.  TX treats them the same as motor cycles, and requires an "M" endorsement on your regular drivers license.
