.  Yes or you can buy one of those cool new USA Identity Cards from the Passport Office.  They look like a drivers license. Cost less than a passport too.

Yes you do.  You may enter Mexico and return to the U.S. with just your birth certificate and photo i.d....and Canada too.  But that does not apply to other countries.  See site below and read section under "Entry Requirements."
