It depends on  HOW you travel.  If you are an American citizen, you MUST have a passport to FLY to and from MExico.  Passports are not needeed to travel to and from Mexico by LAND or SEA until after SUMMER 2008.  See website below and read the top half of the page carefully for the CURRENT info.  See 2nd website for all passport info if you need to apply for a passport.
