  1. Rhino is right.  If you just want to visit Baja, you need a passport  to fly there or a birth certificate, photo I.D.  to travel by land.  If you are going past the border area, you need a tourist card.  However, if you want to reside in Baja, you need an FM3 visa..and you have to have a passport to get one of those...and meet the other requirements too.

  2. NO YOU DON'T.   IF YOUR MEXICAN,,, OR  ONE PARENT MEXICAN,,, YOU CAN TAKE OUT DUAL CITIZEN OF BOTH MEXICO AND USA.

IF NOT,,, YOU CAN LIVE IN A BORDER CITY LIKE TIJUANA WITH NO PROBLEM AND ENSENADA AS WELL.  MORE DOWN AND YES YOU WILL BE NEEDING CAUSE YOU CAN ONLY GO CERTAIN WAY BEFORE A PERMIT IS NEEDED.

BUT I RECOMMEND TO STAY IN CA. CAUSE BAJA MEXICO IS VERY UNSAFE AND YOU NEVER KNOW WHAT IS GOING TO HAPPEND AT WHAT TIME. PEOPLE HAVE BEEN SHOT GOING OUT TO BUY GROCERIES END UP 6' UNDER.

  3. If  you are a US citizen, then you need a passport and a FM-3 visa.  To grt an FM-3 visa you must show proof of a monthly income over about $1200 (like a Social Security check being deposited regularly).  Requirement sometimes xhange, so contact you nearest Mexican consulate.

  4. I'm a little confused as to who you are addressing your question to. If you're asking people in general, in depends. If they are US citizens or green card holders, the answer is no. If they are tourists from other countries that require them to have a visa and passport to enter the US, then yes. Personally, I now wouldn't need either a passport or a visa to live in Baja, CA since I have a green card already. =)
