no!, the europeans do not require visa to visit mexico as a touristas, however if you want to live more than 3 months a special permit is required.

Depends on what country you are  a citizen of.  You can see the website below to read the list of countries that do NOT need a visa  for Mexico.  Can use same site to apply for a visa if you do need one.  If you are an American citizen, you do not need a visa, even if you will be in Europe before you go to Mexico...it is your citizenship that matters, not current locationl.  You will get a tourist card on the plane.  it costs about $22.00 U.S.D.  AND...you need a passport if you FLY to Mexico ( or any other country), but you do not need a passport for LAND travel to and from Mexico and Canada until after 'SUMMER 2008.  See  2nd website and read top half of the page for the CURRENT info.
