    You can try this company - http://carinsurance.yoll.net - I personally have their car insurance.

    As I know they have more affordable insurance policies for learners permit drivers.

  4. Yes and Yes. Any car that travels on public roads has to be insured. Most policies probably exempt a beginning driver but once your licensed the insurance co. in the household you live in needs to be informed. Exemptions would be "farm vehicles" an occasional "hardship license" in rural states, and Rhode Island which has "PIP" or self insured for some exclusions.   Good Luck!

  5. That probably depends on the state you live in.  In the state of South Carolina the answer is no.  You do not need to be listed on the policy until you have a restricted license or regular license.  Call your parents insurance company and ask them.
