Do you need online to be able to get the new xbox 360 dashbord???

i just got my xbox360 because my ps3 broke and i find xbox 360 to be better and i heard about the new dashbord

One of the hardest things to watch on line movies or tv episodes is the quality offered by most of these sites.They are mostly cam recordings and a real pain to watch.This one has DVD quality and is highly satisfying.
