Do you need server access to install WHM? Or can it be installed using PHP and MySql? Please help!?

I want to upload WHM to my unlimited web host.

But, I do not have server access.

Is WHM a application that installs on windows, or does it fit in using PHP?

Can I upload WHM on FTP and MySql Databse and give free accounts away?

Or, is there another reseller panel that doesn't need server access and can install using php?

I would think you need root access since WHM is designed to manage sites on the server. I know you need root to setup cPanel.
