Does a Non Resident, who is an independent contractor, need to File a Tax Return if he/she does not live in the United States anymore and doesn't work the full year?

  3. yes you have to file and pay taxes on income... unless you know for sure that you'll never come back... if you come back after some time you'll have to pay taxes, penalties for not filing and interest.... so think twice before making such decision... PAY TAXES AND SLEEP WELL...

  5. Yes, every citizen or resident of the US has to file a US tax return every year (assuming they have income).  You are taxed on what the IRS calls your worldwide income.

    But don't worry, if you are paying taxes in the country you are living in, you get a credit in the US.  So you will not be double taxed.  Most US citizens working outside the US have to file a US return but don't owe the US any tax.
