The only way to buy a car without a credit check is from a buy here pay here lot and you can not buy a car without a valid drivers license in any State because of the new privacy laws that came into affect after 9/11.

Auto dealers are required to make a copy of every customers drivers license weather they finance or not to verify that they are who they say they are.

Since you are in the UK and are going to buy over the Internet then the correct answer would be no, since it's a cash deal there would be no reason for a credit check and since it's a over the net purchase there would be no need for a drivers license.

If you find a seller who self finances you might be in luck but tey are rare. If you have a high enough down payment you can buy a car with bad credit cause if you don't pay they just repossess the car, sell it to someone else, then use the proceeds of the sale to pay off your loan.  Yes, in most places you can buy a car without a license.
