Do you need to have highest skill 10 on halo 3 to be a lieutenant?

I'm asking this question CuZ on bungie.net i opened my Acount and looked at mt exp,and i looked at lieutenant,and it said that you have to get highest skill 10 to be lieutenant and have 70 exp

yea u have to have aleast a highestskill of 10 and atleast 70EXP to get it

Skill Needed: 10 EXP:70 Lieutenant is greater and higher in rank than a Gunnery Sergeant, but is less than a Captain. It is the lowest officer rank attainable. The Lieutenant ranks require at least a highest skill of 10 to reach, however, as with any officer rank, you may skip both grade 2 and 3 and move on to Captain grade 1 if your highest skill is at least 20. Its rank insignia is a silver enamel bar with a small diamond cutout in the center. Subsequent grades in rank are represented by thin rectangular tabs underneath the silver bars, and the number of tabs corresponding with the number of grades one is higher than Grade One. Reaching Grade 4 will not only show three thin bars below the enamel bar, but they will also be golden, representing the highest grade in that rank set.
