  1. I dont think so goto myflorida.com

  2. Keep your head down, I am going to give you a light flaming.

More accidents and property damage are caused by PWC's than all other boats. As a group I have found them to be reckless, uninformed on the rules of the road, and generally a risk to other boats on the water.

If you go out there without insurance, law or not I don't care, and cause property and/or physical injury, you will deserve everything you get.

Buy the insurance it is cheap, and protects others on the water.

you can get much information in this website, kindly stay a minute in website and check anyone link at a time, and you can aslo get your question answer in Google Search in this website, which has already helped me very much.

  4. If you damage any property, injure any person, etc. you are liable whether insurance is mandatory or not.  You wold be a fool not to have insurance.  Most states require a boater's license with a special endorsement to operate a PWC.

And you're a fool if you do not take a boater's course on rules of the road, safety procedures, legal requirements (state and federal).  The United States Power Squadrons have the best series of boating courses, and they are approved by every state for licensing purposes.  And if you take the basic boating course and join your local USPS squadron, you can get a discount on boat and PWC insurance.  The US Coast Guard Auxilliary also offers good courses, but no boat insurance discounts that I am aware of.
