While the landlord is the person that pays the tax to the tax collector,  a business lease may specify that the renter has to pay (to the landlord) an additional amount equal to the real estate taxes. This is common when an entire building is being leased for a period of many years, for a smaller space or short term, the amount of the taxes is just included in the rent. In all cases, the renter pays money, some of which, the owner uses to pay the taxes; it is just a matter of if it is a separate change or if it is included in the rent.

The owner of the property pays the taxes, not the renter.  However, if you are the lessee of an apartment, and you are renting that apartment out, you could get in trouble.  Most apartment complexes do not allow people to rent their apartment to someone else.  Also, if you're generating rental income out of this, there could be additional tax implications on the income you're receiving.  Your question doesn't make it clear as to whether you own the complex, or are the lessee of a single apartment, so I'd need more information for a more complete answer.
