Do you need transit visa from Manila to Edmonton Canada to stop over in US?

My sister is travelling from the Philippines with a working visa to Canada but the cheapest fare we got requires a stop over (2 hrs) in the US. Does she need a transit visa for the stop over.

You are best to contact the Customs and Border Protection for USA to see what their latest status is.

I checked their website and I believe that (based on the links below) she will need a C-1 transit visa, but she is exempt from any other new Homeland Security requirements if she is flying in on a plane originating in the Phillipines.
