Do you need your High School Diploma to get an Insurance Licence?

My brother is a senior in highschool and he just decided that he wanted to get his insurance licence so he can start working as soon as he gets out of school and do that while he is in college. He wants to get his licence soon but he doesnt graduate until next spring. Are you able to get an insurance licence without a diploma we live in the state of nebraska so that is where he would be getting it.
